Clean, Bright, Beautiful Grant Program
Façade Improvement Grant
The Village of South Holland recognizes the positive impact that individual façade improvements and other investments can have on the overall appearance, quality and vitality of the Village’s commercial districts. The Façade Improvement Grant Program (Façade Program) was created to facilitate the private sector in making these desired exterior improvements. Eligible and approved projects may receive financial rebates between 35- 50% of project costs with a maximum rebate of $50,000. Greater incentive is available if local contractors are utilized. Landscape Grant
The Landscape Improvement Grant Program was created to assist the private sector in making these desired outdoor enhancements. The program seeks to increase the physical attractiveness and marketability of South Holland’s commercial corridor(s) through financial incentives for commercial landscape renovation and beautification projects. Eligible properties may receive financial rebates between 35-50% of project costs with a maximum rebate of $10,000. Greater incentives are available if local contractors are utilized. Cook County Property Tax Incentives
To attract new industry and increase economic and employment opportunities, Cook County offers several property tax incentives to encourage the development or revitalization of commercial and industrial properties.
Class 6 b and Class 8 incentives lower property tax burdens for new and expanding businesses. For qualifying projects, rates can be lowered by up to 50 percent for a period of 12 years.
Class 6 b: Provides a reduced level of assessment to properties that are used primarily for industrial purposes where the owner has substantially rehabilitated an existing facility or reoccupied an abandoned one. The property receives a 16% assessment level for the first 10 years, 23% in the 11th year and 30% in the 12th year before returning to the full 36% industrial assessment level in the 13th year.
Class 8: For both commercial and industrial properties, Class 8 provides a reduced level of assessment to properties where the owner has developed a new or substantially rehabilitated facility or has reoccupied an abandoned property. Qualifying buildings will be assessed at 10% of market value for 10 years, 15% in the 11th year and 20% in the 12th year
Note: The Village of South Holland does not issue or grant reclassification incentives. This is a county incentive that the Village may support. A Village application is required in order to begin the process.

Tax Increment Finance (TIF) Districts
Tax Increment Finance (TIF) legislation in the State of Illinois provides some of the most effective tools to municipalities to support, assist and encourage economic development projects to designated areas of the community, including redevelopments and improvements. TIF provides municipalities additional options for funding needed public improvements; helps local governments restore “blighted” areas or jump start economically sluggish parts of town; and assists in the attraction of private development and new businesses.
