Sidewalk Maintenance Program Application
Each year, the Village of South Holland performs sidewalk, driveway apron, and curb and gutter maintenance to repair defective sections of concrete and curbs throughout the Village. These repairs ensure walker safety and reduce liability for property owners and the Village.
The Village of South Holland maintains public streets, but the repair and replacement of damaged sidewalk slabs are the responsibility of the private property owner whose property is adjacent to the sidewalk. Sec. 17-5 Repair of Sidewalks is the Village ordinance that covers this responsibility. The ordinance states that “all public sidewalk pavement shall be kept in good repair by the abutting property owner. All repair work shall be under the supervision of the Director of Public Works. (Code 1960)”
To help with that responsibility, the Village of South Holland offers property owners the opportunity to improve the appearance and safety of their property and the neighborhood with the 50/50 Concrete Maintenance Program. Once a piece of sidewalk has been identified as a safety hazard, it becomes a liability to the property owner and the Village.
Sidewalks that meet the maintenance criteria are marked with white paint. Sidewalk squares needing maintenance are designated with an “X” mark. Paint lines and arrows denote sidewalk sections that need repair and will be scheduled to be replaced in the current year’s concrete maintenance program. Some of these sidewalk sections may be replaced in coordination with the current year’s resurfacing programs.
CONCRETE MAINTENANCE PROGRAM
Applications and inspections for the Concrete Maintenance Program will start following the completion of the previous year’s program. Any new requests that meet the Village’s criteria for replacement received after October 31 of the prior year will be placed in the next year’s program. The project will be released for bid in the winter, and a contractor will be selected by the end of March. Applicants who have met the criteria for replacement through the Concrete Maintenance Program will receive a letter identifying whether their concrete is eligible for the program and estimating the potential costs. Once the construction contract has been awarded, the applicant will receive an invoice for the proposed work. The construction project will be scheduled if the applicant pays the established fee within the deadline. The Village will provide the program twice yearly, once in the Spring and once in the Fall.
PROGRAM CRITERIA
The Village of South Holland repairs and replaces sidewalks on a cost-sharing basis. A typical 5 ft x 5 ft square sidewalk slab costs approximately $318.75 (2024 costs), of which half ($159.37) will be invoiced to the property owner. The village must receive all invoiced costs before work will be scheduled. Curb, gutter, and Driveway Apron Charges are charged at our current contract rate.- For all sidewalks adjacent to private property, the cost is split 50-50 between the Village and property owner.
- For all ADA ramp replacements at street crossings, the village will contribute 100% of the repair and replacement cost of the ramps.
SIDEWALK REPLACEMENT PROGRAM REIMBURSEMENT GUIDELINES
To qualify, one of the following conditions must exist:
- Walks must be sunken or risen to a height difference of one inch or more between sections.
- Broken and separated into three or more pieces.
- 50% or more of the surface deteriorated or spalling.
- Improvements are required to meet Americans with Disabilities Act (ADA) guidelines.
The village will contact applicants to determine whether their concrete is eligible for the program. If it qualifies, the Village will send a letter outlining the program.
Where sidewalks are replaced through an asphalt driveway or apron, the Village of South Holland will repair the affected area. Asphalt driveways will have an approximately 2′ wide patch around the damaged area.

PROTECTION OF THESE ITEMS IS THE RESPONSIBILITY OF THE HOMEOWNER. THE VILLAGE OF SOUTH HOLLAND WILL NOT BE RESPONSIBLE FOR DAMAGE TO UNMARKED SYSTEMS.

REPLACEMENT PROCESS
Multiple construction crews perform work in the program. Below is a basic outline of how work is performed:
- Crews use a saw to cut the concrete to allow for clean removal and to prevent damage to adjacent sections.
- A second crew removes the concrete.
- Another crew installs wood/metal framing to help form the concrete when it is poured.
- A fourth crew pours the concrete and puts the finishing touches on the surface of the concrete.
- A separate crew will replace the asphalt at the driveway apron or street if needed.
- Finally, a landscaping crew backfilled the area around the concrete with with topsoil and seed.
