Town Center District Development
Several exciting projects are underway in the Town Center District to strengthen South Holland’s downtown as a walkable destination for shopping, dining, and community gathering.
New developments include:
- SoHo Shops at Town Center
- Family Athletic Center
- Town Center Collective Art Gallery
- 3 new Municipal Parking Lots
- Outdoor Concert and Gathering Space
Together with recent investments in public spaces, streetscape improvements, and new commercial developments, these projects continue to build a vibrant hub for residents, visitors, and small businesses.
Lead Service Line Replacement Program – Year 2

The Village has secured $3.0 million in funding through the Public Water Supply Loan Program through the Illinois State Revolving Fund (SRF) for the replacement of lead water services throughout the community. The SRF program is administered by the Illinois Environmental Protection Agency and receives a portion of its money to fund these types of projects from the U.S. Environmental Protection Agency.
The IEPA has offered a new debt forgiveness program (free funding) to replace lead water service lines within a community. A service line is the small (3/4” to 1-1/2”) pipe that delivers water to your home from the water main in the street. The Village has secured funding for the second phase of our program and is in the process of pursuing additional funding for future projects, with the intent of replacing all lead services within the Village over the next few years.
Exhibits showing the areas of town included in the Year 2 Project are provided in the link above. All lead services lines within this year’s project area are planned to be replaced with copper pipes in conjunction with this funding opportunity.
Coming off the water main in the street, is a small ¾ inch to 1-1/2 inch pipe that connects to the home at your water meter. Due to the age of your home, that may be a lead pipe. If it is determined to be a lead pipe, the Village is offering to replace it with a “lead free” line, at no cost to our residents. The average cost per house to replace this pipe is approximately $10,000. So, this is a great opportunity to get rid of your old lead service line. You will need to sign a simple agreement granting access to your property to do the work. After the line is replaced, the Village will restore any landscaping that was disturbed. This is completely voluntary, but participation is strongly encouraged. This project will provide assurance of quality water and eliminate issues like leaks, breaks, and obstructions.
173rd Street Resurfacing Project
Contractor: K-Five Construction
Engineer: Robinson Engineering
The Village will begin roadway improvements on 173rd Street between Wausau Avenue and South Park Avenue.
Work includes:
- Street resurfacing
- Pavement repairs
- Drainage improvements
- New pavement markings and signage
- Limited driveway, curb, and sidewalk replacement
Residents Can Expect:
- Temporary lane closures during construction
- One lane of traffic in each direction will remain open
- Some driveway access may be temporarily limited during replacement work
- Temporary stone access will be provided at the end of each workday
Residents affected by driveway work will receive advance notice through door hangers.
Schedule
Construction is expected to begin in June 2026 and continue through the summer, with substantial completion anticipated in August 2026.
2026 Street Resurfacing Program
Engineer: Robinson Engineering
The Village’s annual street resurfacing program will improve roadway conditions in several neighborhoods throughout South Holland.
Work includes:
- Asphalt resurfacing
- Pavement repairs
- Replacement of select curbs, sidewalks, and driveway aprons where needed
Not all sidewalks, curbs, or driveways will require replacement. Areas needing repair have already been identified by the project engineer.
Additional Information
The Village and contractor will work carefully around sprinkler systems. If damage occurs during construction, repairs will be made.

2026 Sanitary Sewer Cured-In-Place Pipelining Project
General Contractor: Performance Pipelining, Inc.
Engineer: Robinson Engineering
The Village will complete sanitary sewer improvements using a process called cured-in-place pipelining, which strengthens existing sewer pipes from the inside without major excavation.
The project includes:
- Rehabilitation of approximately 6,600 feet of sewer pipe
- One sewer pipe repair
- Installation of lateral tee liners
Benefits of the Project
This work will:
- Reduce sewer system leaks
- Help prevent stormwater infiltration
- Extend the life of the sewer system
- Minimize future maintenance issues
Residents Can Expect
Most work will be completed through existing manholes, which means minimal disruption to neighborhoods.
Residents affected by repair work will receive advance notice from the Village and contractor.

Construction is expected to begin in May 2026 and continue through October 2026.
2026 Sanitary Sewer Manhole Rehabilitation Project
General Contractor: Kim Construction
Engineer: Robinson Engineering
The Village will rehabilitate 32 sanitary sewer manholes throughout the community to improve system reliability and reduce water infiltration.
Work includes:
- Installing new seals and covers
- Repairing manhole interiors
- Sealing joints and frames
- Cleaning and restoring existing structures
Residents Can Expect
This work is expected to have minimal impact on residents and traffic.
Residents in affected areas will receive advance notice before work begins in their neighborhood.
Schedule
Construction is expected to begin in May 2026 and be completed by August 2026.
2025 CDBG Street Resurfacing Project (2026 Construction)

Concrete Subcontractor: JJ Newell
Engineer: Robinson Engineering
The Village received Community Development Block Grant (CDBG) funding from Cook County to improve several neighborhood streets in 2026.
Work includes:
- Asphalt resurfacing
- Pavement repairs
- Replacement of select curbs, sidewalks, and driveway aprons where needed
Areas requiring replacement have already been identified by the project engineer.
