Business Licenses and Public Safety Registrations
Village of South Holland has moved its Business Licensing and Public Safety Registration processes online through the Elements Connect portal. Whether you’re applying for a new business license, renewing an existing license, or submitting a home daycare license application, this portal is designed to streamline your experience.
Creating Your Account
All businesses, whether applying for the first time or renewing a license, must create an Elements Connect account if they haven’t done so already. This account can be created by any employee of your business and will be reused for future renewals. Be sure to use a primary email address for all communications related to your license.
Completing Your Application or Renewal
Once your account is set up, you’ll use an interactive map to match your business location with the Village’s system. If your business is in a multi-tenant building, you’ll be provided with specific instructions to ensure everything is correctly submitted.
After submitting your business information, you can choose to pay the fee online via credit card or by mailing a check. Upon approval, you will receive your business license electronically, followed by a physical copy mailed to your location for display.
Home Daycare License
Home daycare providers should follow the same steps. Simply create or log into your Elements Connect account, verify or update your details, and submit the renewal.
Business Licensing Schedule
Business Licenses and Public Safety Registrations are issued on a calendar year basis. The renewal period begins on November 15th each year, and the deadline to submit all renewal applications is January 15th. Make sure to submit your application and payment during this period to avoid late fees. This schedule only applies to renewal applications.
Application Deadline: January 15. Late applications/payments will incur a $100 late fee.
Note: All commercial properties within the Village of South Holland are required to have a valid business license or public safety registration.

Do home-based businesses require a business license?
Beginning in 2023, licenses for most home businesses are no longer required. The exceptions are day cares and Community Integrated Living Arrangements (CILAs).
What does it cost for a new business license?
License fees are based on square footage. Businesses under 5,000 square feet are $100, businesses over 5,000 square feet are $200. Please note that any business that is selling, preparing or storing food or food products will be subject to health inspections and a $200 fee is required. Tobacco licenses are $50 and vending machines are $20 per machine.
New business license applications are pro-rated after July 1st.
What documents do I need when applying for a business license?
Along with a fully completed business license application, you should be prepared to provide the following documents:
• Copy of the first page and signature page of current lease agreement;
• Copy of Articles of Incorporation, Organization or LLC documents;
• If applicable, a copy of your State or Federal license must be submitted with your application as proof of State/Federal licensing (e.g. IDFPR certificate, ARDC card, CPA license etc.)
What is the approval process for a business license?
Submission of Application
You submit your completed business license application and supporting documentation to the Department of Community Development.
Payment*
Fees must be submitted with a completed application. Checks can be made out to the Village of South Holland. *If an application is received on or after July 1, the annual fee is reduced to one-half the listed fee.
Staff Review
Upon receipt of the application, addendum and fee payment, the submission will be reviewed by the Department of Community Development. Additional requirements are occasionally required. Staff will contact the applicant for any supplementary items.
Business License Issuance
After the approval by the Department of Community Development, the business license will be issued. Staff will notify you when your Business License is available for pickup or to schedule an opportunity for a delivery of your license from Staff.
How long is the approval process for a new business license?
Approval will take between seven (7) and ten (10) business days, provided all inspections are satisfactorily completed.
Once I have a license do I have to complete the application each year?
Yes. Renewal notices will be sent, by the Village Clerk, a minimum of 21 days prior to license expiration. A renewal fee is required annually and should be submitted with your renewal application. All submissions should be updated to include relevant information. Allowing your license to lapse without a renewal submission may result in violations for operating a business without a valid license.
I have a home daycare; do I have to be licensed with the State of Illinois in order to obtain a business license from the Village of South Holland?
Yes. A copy of your DCFS License is required when you apply for your home daycare business license. Please review our Home Daycare Guidelines.
