Foreclosed Property Registration Program

The Village of South Holland is committed to maintaining safe, attractive neighborhoods and protecting property values throughout the community. To address concerns associated with vacant, abandoned, and foreclosed properties, the Village requires lenders, mortgage servicers, trustees, and owners of properties in foreclosure to register and maintain those properties in accordance with Village regulations.  

Who Must Register?

Any mortgagee, lender, trustee, servicer, or owner of a property that is in default, subject to foreclosure proceedings, or acquired through foreclosure must register the property with the Village’s designated registration program. Registration is required whether the property is occupied or vacant.  

Registration Requirements

Registered properties must include current contact information for the mortgagee or servicer, as well as a local property management company responsible for maintaining and securing the property. Registrations must be updated whenever ownership, servicing, occupancy status, or contact information changes.  

Maintenance Standards

Properties subject to registration must be maintained in a manner that prevents deterioration and protects surrounding neighborhoods. Required maintenance includes:

  • Keeping lawns and landscaping properly maintained
  • Removing weeds, trash, debris, and abandoned materials
  • Eliminating graffiti and other signs of neglect
  • Maintaining pools and spas in a safe and sanitary condition
  • Complying with all applicable Village property maintenance, zoning, building, and fire codes

Failure to maintain a property may result in enforcement actions, fines, and abatement costs.  

Security Requirements

Foreclosed and vacant properties must be secured to prevent unauthorized access and protect public safety. Owners and mortgage holders are responsible for ensuring that doors, windows, gates, and other openings are properly secured and maintained. If a property becomes vacant or blighted, a local property manager must be designated to conduct inspections and oversee compliance.  

Registration Fees

A non-refundable semi-annual registration fee of $300 per property is required every six months. Properties that are not registered, or whose registration fees are not paid within 30 days of the required registration date, are subject to late fees and additional penalties as provided by Village ordinance.  

Enforcement

The Village may take enforcement action when properties fail to comply with registration, maintenance, or security requirements. Available remedies include citations, fines, nuisance abatement, liens against the property, court action, and other measures authorized by law. Each day a violation continues may constitute a separate offense.  

Register a Property

Mortgagees, servicers, trustees, and property owners required to register a foreclosed or defaulted property should complete registration through the Village’s designated registration system and ensure all information remains current throughout the foreclosure process.
